Albufeira, a popular resort town on Portugal’s southern Algarve coast, is considering a new tourist code of conduct aimed at curbing inappropriate public behavior. Under the proposed rules, visitors could face fines of up to €1,500 for strolling around the city in swimwear, with the penalty for full nudity reaching as high as €1,800.
The city council is seeking public input on the new regulations, which aim to address “excessive” tourist behavior that threatens Albufeira’s family-friendly reputation. The town, known for its stunning beaches, lively nightlife, and family attractions, has seen an increasing number of tourists walking through public areas in minimal clothing after beach outings, which has raised concerns among residents and business owners.
While visitors will still be allowed to wear bikinis or swimming trunks at beaches, pool areas, and outdoor hotel spaces, the proposed rules would restrict swimwear in public areas such as streets or shopping districts. The goal is to strike a balance between the city’s vibrant tourism industry and preserving its image as a destination suitable for all visitors.
Albufeira is not alone in introducing such measures. Other European destinations, including Spain, France, and Croatia, have already implemented similar dress code laws. For example, parts of Barcelona and Majorca enforce fines for wearing swimwear in public places like restaurants or shops. Croatia’s coastal cities, such as Split and Dubrovnik, have imposed fines for walking around bare-chested, with heavier penalties for public intoxication.
The rise of so-called “bikini bans” across Europe reflects a growing effort to manage tourist behavior, particularly in popular holiday spots. In Albufeira, the proposal follows an incident last year where a group of British tourists caused a stir by dancing naked on a bar during the daytime. In addition to enforcing dress codes, Albufeira is also addressing other disruptive behaviors, including public drunkenness, urination, and lewd acts.
The city hopes these fines will act as a deterrent, promoting respect for local norms and ensuring a more pleasant experience for both residents and visitors alike.
